The right to the city is an attempt to create a concept of active participation of citizens in urban planning of
the cities. The participation of the society in the creating and shaping the urban fabric should be – according
to the Authors – real and not only formal. The paper presents the concept of the right to the city, the basic
demands of the movements built around this idea. The Authors are analyzing the current legislation related to
this subject and therefore they can determine if the current spatial planning and development laws can allow
a real participation of the citizens in the decision-making processes. According to the Authors – the current
Polish law cannot guarantee such active participation. But on the same time – there are no obstacles for the
cities’ administrations to allow the citizens to take a part in the decision making processes, such as for example
local spatial management plans, studies of the conditions and directions of the spatial management and
conditions of development and spatial managements.
