After a few years from official implementation of Eurocodes, as harmonized European standards, replacing
former Polish standard, and over ten years from their first publication in current form, the works on the
second generation of Eurocodes have begun. The paper presents the state of standardization works in regard
to Eurocode 7, focusing on its part 1 covering general rules of geotechnical design. Some controversial matters
as well as internal CEN bylaws and guidelines are discussed to give a background behind some of the
introduced changes. To fully comprehend the difficulties of this standardization process, the context of the
changes has to be accounted for.
